Chapter 17 report to Kirkan bug

I have encountered a game breaking bug.when exiting the Glavegate shatterfane on my way down to meet Kirkan. She's not outside like she's supposed to be and I can't go inside the doors are locked. Also the gate leading back to the rest of Kalthus is shut. Chapter 17.

Objective: speak to Kirkan.
