Been having this same exact issue except with launching Battlefield 2042 from Steam since the 3.2 Update in late January. Also been combing through multiple threads searching for a fix only to be met with the same stale response of "reinstalling/running Steam, the game and the EA app as admin" (as if that wasn't already common sense), "performing a clean boot" or even "disabling antivirus". All of which had no affect on the problem. It's been nearly a month with no real solution or support but I guess that's typical considering who we're dealing with.
