Same issue. Adding to the fire with the hope of it getting resolved.
Bug happens when playing online and you are not the host of the session. I've tried doing everything I can think to retrigger the prompt for the quest to no avail. The quests do not appear in my own session even if I talk to the NPCs that usually give it.

Which Quest are you unable to access or are unable to progress in? I am not sure which ones I missing as I am unable to see them but I know I am missing 'fingerling head of fishing part 2'
Date this issue started (is it still happening?) Since release. Still happening even after the last 2/21/23 patch. Even validated files to see if it may reset anything.
Is anything else happening? No. The quest simply do not appear and end without a prompt to continue the next parts.

I wanted to check if anyone still running into this can you check if the following setting is enabled and let us know if this helps?
it's enabled for me, I'm still missing the side quests. I'm now in chapter 5 and have done all the part 1 quests but still missing the next parts
And yes the main quest is working fine
The issue is not related to the main story progression, which is the only thing that is affected by the progression settings. We still have to turn in side quests separately, even if our friend turns in the reward after we both complete the quest. That in itself is fine, but the display of the next side quests steps is what is missing from the map on a number of quests for us. We don't see quests we should be seeing, as confirmed by our friends who did get the quests. We feel this is related to how multiplayer is handling when story quests are completed (which is what will unlock the next side quests if you are caught up on them). Most of us most likely progressed like: Do story in multiplayer > Completed Story Step > Friend Identified Side Quests are available > We ended session to pick up all side quests > Rejoined session to complete them > Moved to next story step. This pattern worked fine for the early quests, but the reported missing quests seemed to have gotten lost amongst this.
This is also happening to me, I heard someone saying that this happens with every side-quest that immediately transition into a cut scene after you get back Minato.
