I had this same issue but on PS5. I fixed it by contacting the EA Live Help chat with one of their representative.
The issue was that I made an EA account long ago that was linked to my PSN but I don't have the email that I used to make that account. I ask the EA rep to unlink my account for me, and after some confimation of my current email, she successfully unlinked the EA account from my PSN, and then all I did was link it again and it worked. I was able to get online, so hopefully this method will work for you too.
