STUCK AT RISE OF THE DRAGON WINDMILL PART

Im stuck at rise of the dragon windmill part. The windmill couldn't move I've tried many times. I've tried to push to the left and quickly push to the right but still it stuck over there. could'nt pass thru the small ramp. Not sure is it a bug ?
