Wild Heats Model LOD and shadows popin/shifts

I get models losing significant detail at visible distances and shadows pop in and out as well, even if set to the lowest possible resolution + preset and only turning model detail to high it still happens. This happens all over minato, during hunts and just exploring areas too. I attached a video link of my game for reference. https://youtu.be/xeMah2hQf3M

Amd 5800h

16gb ram
rtx 3070

Tried at 2160x1600, 1920x1200 and both standard and high settings
avg fps 40-60

    The distance this occurs in minato seems to be about the same even if i change specific settings. I'm not entirely sure about the distances in the open world maps but it still happens there as well. 
    Edit: Sorry, I realized it a bit late but i figured out the "Model quality" setting seems to effect the distance of the pop in and Lod shifts. The lanterns in minato for example seem to disappear when i am a bit further away on "Low" compared to higher settings  and in the open world maps(not just the one in the video) the models for some reason appear to be better on low compared to high. I am also on the latest patch of April 6th with FSR on quality but this issue persists with FSR on or off.
