Sorry you’ve been stuck in this loop. I can understand how frustrating it is when you still have access to the old email address, but the verification codes simply aren’t arriving.

Since you’ve already tried the usual email and verification-code troubleshooting, the next step would be to contact EA Support for help recovering access to the original EA Account and updating its email address.

If signing in prevents you from reaching the contact options, try signing out of EA Help completely and submitting the request as a guest. It may help to have your original EA ID, the old email address, your linked Steam details, and any purchase information ready for the ownership-verification process.

I would also avoid unlinking the Steam account or linking it to another EA Account for now. Game progress and content are generally tied to the EA Account where they were originally earned, and unlinking can result in losing access to them:
