I have Xbox Game Pass Ultimate and i connected it to my EA account, in Xbox app i can press Install button, but it opens EA Desktop and offer me to buy EA Play subscribtion.
I found a work around, you have to first install a free game like apex Legions and then it should let you install other games.

Hey man I bought EA play on steam a few months back got rid of it then bought it on origin on the 12th to get back into Battlefield 4. I went to download the DLC and it won't let me install it. Says I own it so I can't buy it so I have no clue why I can't download it.

I've seen rare cases in the past where a previously owned game was disabled when an EA Play membership was involved. It generally happened when the EA Play membership expired.
