I'm having the same issue but instead i'm in the 'second stage' if you could call that
I've got a one year EA Play membership yesterday just to play BFV exclusively ( loved playing BF4 pre-medic bag nerf, i'm a medic main ), after that i tried to add BFV to my account ( from the Play List selection ) and everytime the window popped up instead of containing the information of the game and containing the 'download' button instead i've got a near blank pop-up with just

written inside, the 'download' button now is just a blank orange button, at first i believed that my account was not eligible for BFV but just to double check i went to the origin website and confirmed that BFV does have the "Included with EA Play" tag
so this is obviously not on my end, since i wanted to play BFV alot i decided to purchase the basic edition, it then added to my library BUT
I'm now in the second stage getting a error called "327682:0" everytime i try to start the game (after downloading) as of now i've unistalled it and i'm in the proccess of downloading again ( clean install of Origin and BFV )
I've two theories what might be causing it, the first one being that the game after the addition of the definitive edition is now a 'single entity' this means that the game shows at the store but can not be claimed by anyone with EA Play since the definitive version is meant to be separate.
My second theory is that anyone that created an account using the original origin access before the 'migration' to EA Play ( second half of 2019 ) will be unable to add newer games to their libraries
I ask that this issue can be looked into and eventually can be fixed.
EDIT: not sure if it was on their end and it got fixed or it was on my end but making a clean install of both origin and BFV did fix the issue and now i'm able to play.
