I mentioned something similar to this in a previous post.
EA Play Pro is a very good deal and would work well on all platforms, but I think the reason it isn't on all platforms is because EA want people to use Origin, it is their platform and what a better way to attract people by offering a unique subscription, it's a great idea. With all other platforms you also have a fee to pay around 30% of sales, whereas on Origin there is no fee because it's their own platform.
I think if they did decide to add it to all platforms it may be significantly higher price because of the fees etc, that's my take on it.
