Just to make sure, can I first ask if you are playing on a PC or a Mac? Are you using the EA Play or EA Play Pro subscription plan?

If you have the PC version of the base game, click on the Sims 4 icon on the EA app, then select Manage and Manage add-ons. From here you should be able to download the pack.
