when will fifa 21 come out to ea play? (the full game, without the 10 hours limit)

We don't have any information on when FIFA 21 may be added to EA Play. I'd recommend keeping an eye on the EA Play website for news and updates on things like that. When new games are added to the program they will appear on the site.
