Potential Repro steps: I've cleared Cache, I've repaired the game, Reinstalled the game, What finally worked was using a VPN.

Summary of issue: Getting into UT is a struggle, but once I'm in it's just constant loading and failing to connect to the servers. I've attached a link to a video showing what's been happening because it's been like this for about a week.
