What difficulty do you have the AI set to?
Difficulty doesn’t matter, I’m seeing this as well. I’m having to bring my # down 5-6 points from my qualifying # n order to complete in the races. It’s makes me faster n the corners so I have to be careful not to run into them & then there’re gone n the straight. This has been a common problem w/ this game for a few years.
Agreed, the AI overpowered straight line speed is definitely back, just like it was in 22.
The straight line speed from 23 was absolutely perfect.
I think this definitely needs investigating and resolving.

That’s an easy fix… turn it up.
