AI Stuck at rainy weather pace after red flag

I don't know if this was discussed earlier, but I couldn't find anything related to this.

I was racing at Miami during intermediate conditions. At the first part of the race both my and AIs pace were almost similar. There was red flag during the race and after the red flag me and all AIs continued to use intermediate tires. However, rain was over and track was very slightly wet. Still after the red flag the grip was much higher and my pace increased too much that I was going 3-4 seconds faster than AI per lap even though at the start of the race our pace was very similar. So I made an assumption that AIs pace stuck at the conditions before the red flag where it was still raining (not sure if that is the case). The pace difference seemed very extreme after the red flag.
