Car and Helmet Reflections causes stutter and cannot be turned down

Car and Helmet reflections video option isnt working as it was before patch 1.14. Here is a video of how it behave before.

But since patch 1.14, even setting it to lowest, it still keeps showing the reflections o every object, billboard, lighting and all stuf on the reflective surfaces, making clear to me that it makes the mage stutter and/or freeze.
