Same happening with me,
My PC has Nvidia RTX 3070 , i9, I have tried verifiying game files, updating nvidia driver to latest 555.85, updating windows but nothing works. FPS shows 140 but the game itself is so stuttering that it is unplayable.

I was able to resolve it by enabling Game Mode in Windows 11 to High Performance for F1 24 , closing backgroun apps that take RAM like MS Edge, Asus Armoury Crate. I also have a Fan cooling beneath my laptop to ensure proper cooling is there.
Still RAM usage is often 96% , I suppose RAM usage on this game is too high and thus it requires 32 GB instead of 16 GB to avoid running into RAM bottlenecks. But anyways I got it working atleast, hope this helps others..

On my computer, none of the resources even reached 70% usage, yet the game stutters like I'm running it on a potato. Terrible optimization, terrible game. I went back to F1 23 with mods — it's a thousand times better.
