F1 24 graphic setup issue

I get extreme stutterng, freezing, and tearing. I don't know why this is happening, even though my computer specifications don't have a problem.I've seen a lot of different opinions in the community. But when I turn on vertical sync, frame drops and breaks, and when I turn off vertical sync, tearing occurs. Also, turn off neflex or lower graphics options did nothing to solve freezing.

I don't know if it will help in your case. But I had G-Sync on. The monitor was set to 60 Hz in Windows (I forgot to change it after reinstalling). In-game it was unlimited. After a few rounds the image started to stutter and sometimes stopped completely. Since I set it back to 144 Hz in Windows and limited it to 143 Hz in-game, it runs very smoothly.
