Likely an overlay or some other program launched with your game is depriving it of window focus at launch.

UEFI, ME and component firmware should be identical (SSD, etc.)
Does the DELL firmware include the fixes for 13 & 14th Gen instabilities?
Memory modules should be identical in brand and config.
Software should be identical (versioning, environment)
Your posted dxdiag contains WER info related to MS Defender, I’d suggest looking more closely there first.
