Game doesn't accept input, leaving me stuck at the splash screen unable to play.

Ok. So I have set up a new user on my pc and tried to launch the game through it. Same issue, doesn't accept inputs. 

I then set up another as an admin to try, once again same issue, no inputs accepted.

On both accounts I tried controller and keyboard, plugging out and plugging in. All other troubleshooting methods previous basically. Still nothing.
