Still a problem after 1.7 update

What did they change to break this?

And why isn't it an easy fix for something that has work well in past games?

Double confirming this is still the case after 1.7. Zero strategy adjustment from the engineer during the race. They'll call out mid-race goals and objectives, but no changes to pit/race strategy.
