Throttle is Not Linear/Is Unresponsive at Certain Percentages

Summarize your bug - When applying throttle using a pedal set, the in-game throttle does not respond until around 40% throttle, then becomes unresponsive again until around 80% throttle, then around 95%. This causes sudden jumps in acceleration and loss of traction. In-game telemetry shows linear throttle input from my pedals, but with no changes in RPM on the actual car.

Steps: How can we find the bug ourselves? If you're able to view my telemetry from my Report Code, that would be the easiest way, as I can't save replays in TT to share them. The only other way would be to try using a set of MOZA SRP pedals. In the session from the Report Code, I intentionally did throttle testing from a standstill using a slow increase of throttle to clearly show the telemetry not matching with vehicle acceleration.
What happens when the bug occurs? The car either does not accelerate at all, or accelerates suddenly, making proper throttle control near-impossible. It is, frankly, a miserable experience, especially on race starts.
What do you expect to see? Linearity in the throttle response - my throttle EQ is set to a default linear rate, and I see my throttle input happening smoothly in the game telemetry, but the car itself is not accelerating until it jumps to max RPMs suddenly around 40% throttle.
Note: I have seen a couple other people on Reddit also saying they have this issue, which makes me wonder if it's specific to MOZA peripherals (they did not specify their input method).
Note #2: This issue is not present in any other racing/driving games. I have tested on AC, ACC, RF2, LMU, AMS2, F1 23, and RaceRoom.
Note #3: All my in-game throttle settings are at their defaults, so there isn't anything in the settings that could be affecting it. My MOZA firmware is up-to-date as well.
