Same here, since I dismantled all my -1k parts, I have no access to the limited blueprints.
The only workaround I can give you while waiting for an official fix from EA is to play events that don't give powerful rewards so that you start accumulating pieces limited to 1000 and keep a piece of each category at that score when needed.
Still bugged after today's update.
You can still dismantle the equipped parts to bring down the tech level below 1000. After that, blueprints are available again.
