I’m going to simplify the above. When I run f1 24 with the exact same settings as f1 23 with the HP Reverb G2, the quality of graphics is great in 23, and awful in 24. This is only in the drive view; rest of screens are crystal clear. Almost as if looking through the original Quest for everything Outside of the car. The only weirdness in car is little shimmering of horizontal and vertical lines..like on the driving wheel.
I had this issue and what actually solved this for me was to
* set the Window Resolution high, since it appears the game will render in headset in whatever your game window resolution is so try setting that to 1920x1080 or something similar
* In Video Mode, use either of the TTA options for supersampling.

Thanks! I'll give that a try. I'm actually reinstalling the game as I have had several other issues (rearward facing view on Flashback. And when I booted up pc and game today all settings were set to Amateur...I was on custom and Expert).

That did it!! Thanks so much. I believe it's switching from the Nvidia setting to the TAA setting in antialiasing that did it..not sure about the supersampling you referenced but when I changed the windowed settings to a bit higher and the other to TAA it fixed the issue. Still having issue with Flashback not working (showing rearview making it useless). But this was the big problem. Thanks again!

I have the problem too with the meta quest 3. I change the meta quest to 120hz etc nothing worked.
