I am also seeing this, however it is a lot more than 4 or 5 a lap.
It looks like the background video hesitates and this can happen 10+ times a lap. This can make corners or overtaking very difficult,
I am running on Xbox Series X with Logitech G923 (current firmware) and see this in single player career mode.
