Mostly correct, though cash will be used to upgrade facilities - resource points continue to essentially model you collecting enough data to propel your research forwards.
In terms of maxing out the cars in terms of upgrades, the addition of development as a separate process has influenced the progression somewhat, but it's always a balancing act to try and achieve a progression that works for the vast number of players who perhaps only play a season or two versus those players who want to play far beyond that. That said, the addition of new features such as the facility improvements system, owner perks, the new driver contracts system etc. have given us more flexibility to support the latter group, and ensure that they can still be making meaningful progress in My Team further into the later seasons.
While there's stuff we'd like to do in the future to push the Driver Career experience further (including assessing whether it makes sense to try and bring any of the My Team features back across - similar to how My Team benefits this year from new My Team accolades and team-versus-team rivalries, adapted from the systems added in last year's Driver Career revamp), the priority this year - very much in response to the vocal requests from players both here and elsewhere in the community - had to by My Team.
