Yes, it has been fixed. But you have to keep in mind that real life F1 cars this years have an aero concept that depends heavily on the ground effect and not that much on the aero support from the wings. So this'll be reflected on the game as well and you need to take that into account when playing. Overall, less grip on slow corners (thus harder to get a good exit and the feeling of the AI having a better straight line speed) and more grip on fast corners.

I think that releasing a new installment every year comes with a toll and the toll is the need for several patches for the game to be at its best. Right now (and reading your concern about the AI straight line speed) I'd say to you: F1 2020. If you can handle a bit less grip, F1 2021.
In my oppinion, F1 22 is almost there. If you don't mind setting the AI a bit lower you can play it and have a good time whilst getting used to the different handling model.
