Your ability to play EA Sports FC 24 depends on what type of ban you got. Transfer market bans and the like won't carry over, but if you have a franchise ban on your account, then it will. We have a post here with some more information:

So the only bans/suspensions that carry over is a franchise ban? And all other bans wont carry over?

Device bans will carry over too, but things like transfermarket bans won't.

but i asked several EA employees in ea help live chat and they all said it wouldnt carry over since it was a new game.

I'm not sure where they got that information from, but if you're referring to device bans will still affect EAS FC 24. I'll again refer you to EA_rephii's post that I shared above.

What if I am device suspended from a certain game mode? Will I be able to play that game mode on EA FC 24 on the same device? If not will I be able to play it after the suspension ends?

If the suspension ends or is lifted, then it's not there anymore to stop you from playing. Device bans also aren't game mode specific, they affect the entire game.

So I will need to wait for the suspension to end to play EA FC 24? And also it says "This device has been suspended from Volta football", and "This device is suspended from Fifa ultimate team", I can still play other online modes like pro clubs, online friendlies and seasons, so what does this mean for the future and whatnot?

I suppose it means that you can't play Ultimate Team or Volta in EAS FC 24 until it expires. You can also raise a dispute with our terms of service team to try to get your account unbanned if you'd like. Just follow the steps in this article:
