They have not said Friendlies is part of the game (I suspect it will be), but in the first paragraph, after the intro, the sentence begins with "In EA SPORTS FC 24, cross-play is expanding into all multiplayer online modes." They go on to reference Clubs specifically. So, if Friendlies are in Clubs in 24, it will be Cross-Play enabled, as long as the captain (the first one to join the lobby) has Cross-Play opted in via their settings. Them being opted in makes the lobby opted in. They reference this in the URL I posted.
