No one's being ignored or using templates here.
We've passed along the concerns, and the system has been found to be working normally. If you have an account that is otherwise eligible according to the link in the OP, all that needs to be done is completing more full matches until access is provided.
Simply because some accounts have not yet received access does not make this broken or ignored, just that more games must be completed to access it through the web or companion apps on those accounts.
