I have the same problem on Ps5. Connection Score 98-99%. Delay and muddy, heavy gameplay. Especially during prime time. Middle europe.
It feels one-sided so I suspect something with the lag compensation. A few years back you decreased the buffer time of the lag compensation. After that It was much better. Then you switched it back since many ppl got speed up lag.
Maybe the solution is to pair players also depending on their connection quality. Potato internet against potato internet...

That much packet loss can still be an issue. I get that it's a small amount, but it will still cause connection issues. Most likely in the form of speed up lag though.
