Finally fixed it !!!!
After trial and error and reinstalling the game and trying out different drivers even reinstalling windows nothing worked
finally found out the issue is nvidia drivers !! Everyone roll back to nvidia Driver Version: 537.13 - Release Date: Tue Aug 22, 2023
game runs like butter at max setting and no frames drop at all. All stutter gone and lag gone
goodluck everyone !!
if this is the only game you play maybe... but im not gonna compromise the quality of other games to try and make this steaming pile work.
