No offside in offline kick off mode

Steps: How can we find the bug ourselves? In 1v1 offline kick off mode.
What happens when the bug occurs? The offside rule doesn’t work in offline kick off mode. Had some friends over to play this weekend and in every single game we played there were no offsides called, even when players were blatantly offside. One controller was signed in on my PSN account and the other was signed in as guest. We even checked the rules section and offside was on.
What should be happening instead? The offside rule should be enforced…
