Pc Massive Fps Drops During Cut Scenes

Hi guys.
Ever since a certain update on Ea Fc 24 on December l've been getting massive fps drops on cut scenes and animations. I tried rolling back to old drivers | even did an extensive heat sink thermal paste change and other maintenance on my pc. I can nearly play on medium graphics when I have a 3050 Ti when before that update which i don't remember, I was playing really good at ultimate graphics. I tried everything online I have updated my bios and drivers. Atp it's rly just a game issue. Any recommendations?
I also get massive stuttering on the menus when pausing mid game, sometimes it may even crash and say something about the graphics driver being overloaded or to update it even though i have the latest versions, i also tried verifying integrity of files but it didn’t work. 

my monitor is 60 hz found out long ago and capped my fps to 60 also I activated v sync and on the setting in the cut scenes of the fps I have it to maximum fps meaning it should be at 60 instead of being capped at half (30), yet there's still major fps drops and stuttering. I'm seriously confused since I never saw an update downgrade performance on a game. Btw I can play more than optimal quality performance as said in the ge force experience app. I mean that I play in high-ultra games such as cod mw2 ready or not, bf2, jedi fallen order and I increase the quality more than it's shown as optimal in the app, yet for ea fc 24 i have to play in medium graphics because of the cut scenes, btw I can play fc 24 in ultra through the entire game but when there's a cut scene or animation my fps go down to 4 or 10. Really annoying. Lastly I don't have any cut scenes issues in any other games like cod even though they are different.
also my card doesn't get hot, I recently did heavy maintenance and I play fc 24 at medium graphics at 48 celcius after about 1-2 hours, which I think is really good. Lastly I tried many foxes online like changing settings and others. I have up to date audio drivers, direct x, bios, windows and other key components.
