PC Screen Tearing and Input Delay

I played this game for a few months and stopped playing. After a couple months off, I've come back and now have completely unplayable screen tearing and input delay. I don't have this issue in any other games. I've tried updating drivers, going back to old drivers, playing with frame rate limits, v-sync settings. Nothing has worked. How could it be possible that a game worked perfectly on my pc a month ago and is now completely unplayable? Are there any others experiencing this, and does anyone have a solution?
