Same issue on my laptop - I7-11800H, GeForce RTX 3050 (Driver 537.42), 16 GB RAM, 1920x1080. Game unplayable.
@marco_iol ingame option set all settings to medium, fps cap = off, cutscenes = full frame, refresh rate 120hz, VSYNC = off ,save exit game, if your laptop supports more than 120 hz refresh rate, go to your desktop/documents/fc 24 folder ,edit fc24setup file, set your refresh whats max , MSSA = 3 save it, go to nvidia panel and set vsync to adaptive

with two small differences: refresh rate 144 Hz (supported by my laptop) and no changes to fc24setup file.
