I found out in my case stuttering and input lag was caused by CPU throttling. Comparing to FIFA 23 this game warms CPU much more, most of all during cut scenes.
So far I have resolved by disabling turbo boost in bios and use a balanced power plan. No stutter and fully responsive.
You need to keep CPU temp below 60 degrees, at least on a Ryzen. Don't know about Intel.
I'm just going to buy a new CPU cooler.
Problem is not in the GPU. This game used lot of CPU, compared to other games. You need to take care every core can run smooth on your system.
Lad, having a CPU in 60c range doesn't cause throttling (That's considered really good temps), having a modern CPU under 85c doesn't even cause throttling (wouldn't recommend it tho for longevity). You CPU must have been reaching 90c plus.
