I also started getting this yesterday on a PC runinng FC 24 via the EA App. The problem duplicates all controller input as if 2 controllers duplicate exactly the same actions. The result doubles button presses and stick movements. I saw this with an earlier year of the game too and only solved it by loading an earlier system image of before the problem occurred.
However I just fixed it for my setup with an easy tweak; in device manager under human interface devices I disabled the HID-compliant game controller. I was expecting this to disable the controller and the ghost but what actually happened was that the ghost disappeared and my controller operates now normally in the game.
