On XBOX before match starts go to game settings > game speed set to default.
If it's set to fast paced it will block goalkeeper to rush on ball when player is in the box. Worked for me.

Yes!! It’s right!! Issue happens only when gaming speed is set to FAST PACED!! When turning to normal, the goalkeeper rushes with no issues at all!
I tested on ps5!
Worked for ps5 as well
tried it on my Xbox one x and it does the same even after changing the games speed to normal.
anyone with a lasting solution cos it’s quite frustrating
