It appears that EA has done something server side that has resolved this issue. It also appears to have fixed the issue on previous Fifas.

For me I can access Fifa 22 Volta before but not Fifa 23 or FC 24.
Does it work for you now on fifa 22?
I'm the same, Volta only broke for me half way through FIFA 23
yep worked first time for me on ea fc24 when I got home, not bothered about f22 or f23 myself. but hope it's sorted for others.
Guys the nightmare is over for now for us hopefully it stays like this for us so we can all enjoy the game to the fullest and appreciate everyone who commented as I felt it was just me but glad I wasn't the only person and we all banded together to get this fixed

For EA, it is worth it because until many of us have gotten together to talk about the problem, you have completely ignored the problem by delivering an incomplete product since the mode could not be accessed.
It looks like it was just 23 and 24 that were fixed though. 22 is still down
