When I load into a Multiplayer Game, Im unable to move my player (even in clubs)

Steps: How can we find the bug ourselves? On my account, everytime I try load into a multiplayer game, I can unable to move.
What happens when the bug occurs? Whenever I go into a multiplayer game for the first time loading on, I am unable to move and I have to restart my xbox for it to start working and sometimes that does not even work then I'm unable to play, Please Help.
