division rivals end of season

Did they change how new divisions work at end of season,  I was in division 4 and only went down to division 5, I thought I was suppose to drop 2 divisions.  I barely made it to div 4 at end of season, now it feels like I am probably playing people that were in division 3 who dropped 2 divisions.  thanks
