We came up to a solution. Even though he was on Xbox Series X/S he had Xbox One EAFC24 installed.
With that being said there is still an issue after reinstalling posted in another thread - https://answers.ea.com/t5/Bug-Reports/Stuck-on-user-agreement-screen/m-p/13117042#M13348
