The new loan players expire after 8 matches and you cant give them a new contract any way to fix this since it says it should expire in 45 days and 15 hours but i cant use him now.
Someone managed to add contracts via web app.

Having the same problem it's telling me to give it contracts but I can't and its meant to be usable for another 45 days
I know this does not help now for some people, but you need to add contracts before they expire. Anyone else that has these loan players should immediately add a bunch of contracts to avoid the issue. Hopeful EA gets it fixed soon.
