Career Mode incomplete training programs

Steps: How can we find the bug ourselves? Open Development Plans in Manager Career Mode, scroll to various position types
What happens when the bug occurs? For Strikers, there is no option to increase Penalties, FK Accuracy, or Curve attributes that were formerly under "Complete Striker" training program in previous games. For CAM, no option to increase Agility, FK Accuracy, Curve with Agility being the most pressing issue. Similar coverage issues for most positions.
What should be happening instead? Available training programs should be exhaustive of all reasonably expected attributes (Using your Striker for Penalties and Free Kicks, CAMs being Agile)

Issue makes an already big issue of bad stats for outfield players (Heading Accuracy) and Keepers (Diving) even more pronounced. Makes developing Youth Academy Players difficult if not impossible.
