Steps: How can we find the bug ourselves?Not sure if it happens on other accounts

What happens when the bug occurs? I never receive yellow or red cards no matter the severity of the tackle (trust me I’ve tried when working out if it was a bug or not) . I have the referee strictness on the highest level and I won’t ever get one unless I simulate the game. It makes the game unrealistic to play.
What should be happening instead? When a bad foul has been committed the player should receive a card from the referee if the tackle warrants one, not having one makes the game feel unrealistic
