Tattoos - there one minute, gone the next

I started a Player Career save and whole creasing my player I noticed that all of the tattoos for arms and legs were available for use. I created my player with a few tattoos here and there then started the game. All good, or so I thought. I realised soon after I started the game that I'd messed up in dinner of the settings that couldn't be changed after the start so I decided to restart the save from scratch. I started to create my player again using the same default model to begin with however this time when I went to the tattoos, there was only one available (a left leg one which wasn't even visible anyway because of the shorts!). It was literally only about 5 or 10 minutes between creating the one with all tattoos available and creating the guy with only one to choose from.

I thought last year it was a good thing that they introduced these to the game given how many players (and just people on general) have tattoos as it gave something a bit different but then it's gone this year. Why was it taken away and will it come back at some point without us having to unlock them through the season pass?
