Why you have to choose the position in youth academy scouting

Why can't we just send the scout for any type of players.  Why choose a position it seems counter intuitive. Plus why when choosing the goal keeper position we can't choose any other position it is...

I don't have issue with on scouting certainly positions, but if they are restricting this then we should be able to send more than 1 scout to same country. I mainly scout for homegrown so having 2 scouts in England wouldn't be a waste for me then the 3rd rotating Wakes, Scotland and Ireland
