Broken matchmaking?

So I am just a few games off of elite division now and I can’t find a game. I have all the same settings as usual with cross play off and location matchmaking off and solo opponents only. Every time I search for a game it takes around 4/5 minutes to find a game, and every single time I load into a game the opponent is always co op, never a single player. Has anyone else had this issue and how did they fix it? I noticed it last night but is still an issue today
