Can't play Division Rivals on XBox

My sons play FC24 and FC25 on their XBoxes. However, despite them both paying for the game, they can't seem to play Division Rivals without also taking a Gamepass subscription.

Is this normal? It feels like having to pay twice for something that you already own. We also have both games on my PC, and they can play DR on that without any additional subscriptions.

Sorry if I'm asking stupid questions, but I know very little about the XBox ecosystem (I do all my gaming on PC), and I don't really play the FC games myself.
